Egyptian President Mohamed Morsi appointed the Minister of Water Resources, Hisham Kandil in the outgoing Ganzouri administration as Prime Minister on Tuesday asking him to form the next government.

A spokesman of the presidency described the new prime minister as an "independent patriot" who has never belonged to any party, whether before or after the uprising that ousted President Hosni Mubarak in February 2011.
Hisham Kandil was born in 1962 and studied in the United States and earned a Ph.D. in irrigation from the University of North Carolina in 1993. The new prime minister was not on the list of potential prime ministers suggested by various Egyptian media, since the inauguration of Mohamed Morsi as President on 30 June.His comparative youth at 50 is a significant change from his older predecessors and his expertise in water issues and experience with the African Develoment Bank could be helpful in dealing with the dispute with African countries on the use of water from the River Nile according to commenators
He said that he grew a beard in line with his religious convictions which has aroused concern about his proximity to the Islamists, although he himself denied belonging to any political organization.
A source close to the Egyptian presidency, said that a government of national unity will be formed with broad representation from all political parties, which will be comprised of technocrats. President Morsi has also said that he will appoint a Copt and also a Woman as vice presidents.
